The Health and Welfare Sector Education and Training Authority (HWSETA) is hiring Monitoring and Evaluation Officer x2 posts.

Location: Gauteng, JHB – Eastern Suburbs

South Africa’s economy is divided into functional sectors and each of these sectors is represented by one of 21 Sector Education Training Authorities (SETAs).

HWSETA is responsible for education, training and skills development of the health, social development and veterinary sectors.

Job Purpose

The Successful Candidate will be responsible to  independently conduct the entire process of strategic monitoring and evaluations activities in order to measure the outputs and outcomes of the Strategic Plan of the HWSETA.

Qualifications

Minimum Qualification:  

  • Master’s Degree in Monitoring and Evaluation (NQF9)  Or Master’s degree in Social Sciences (NQF9), plus a Post-Graduate Diploma in M&E (NQF8)  

Minimum Experience: 

  • 3 years research experience of which 2 must be in Monitoring & Evaluation
  • A track record of good quality research

Duties and Responsibilities

  • Contribute toward divisional planning.
  • Independently conduct Monitoring and Evaluation studies of HWSETA to measure outputs and outcome of the strategic plan of the HWSETA
  • Adheres to quality assurance practices and policies and procedures within the Monitoring and Evaluation sub-division.
  • Compile monitoring and evaluation reports
  • Stakeholder engagement

Key Research Skills

  • Proficiency in conducting the entire monitoring and evaluation process independently, requiring minimum supervision.
  • Proficiency in developing and applying monitoring and evaluation frameworks
  • Proficiency in utilising both Quantitative and Qualitative methods as mixed methods for data analytics (process of collection, transformation, and organization of data in order to draw conclusions, make predictions, and drive informed decision making).

  • Mastery of quantitative skills as an advantage
  • Proficiency in big data analytics (The process of uncovering trends, patterns, and correlation in large amounts of raw data to help make data-informed decision making) utilising statistical analysis techniques—like clustering and regression—and applying them to more extensive datasets.

  • Proficientcy in big data analysis (process of extracting meaning from data) utilizing Microsoft Excel and at least two statistical analysis software).
  • Proficiency in the conceptualization of monitoring and evaluation studies
  • Proficiency in monitoring and evaluation report writing, presentation skills to facilitate usability of monitoring and evaluation findings.
