UNICEF’s Learning Innovation Hub is seeking a Digital Learning & ADT Consultant to support the implementation and expansion of digital education initiatives across the Asia-Pacific region.

This role focuses on scaling key platforms such as the Learning Passport (LP) and the Accessible Digital Textbooks (ADT) initiative to ensure inclusive, high-quality education—especially for marginalized, out-of-school, and crisis-affected children.
The consultant will work closely with regional Centres of Excellence, country offices, and global teams to strengthen digital learning ecosystems and improve access to education.
Key Responsibilities
Learning Passport (LP) Regional Support
- Support implementation of LP in Afghanistan, Nepal, Bangladesh, Sri Lanka, and Pakistan
- Strengthen digital learning platforms for curriculum delivery and teacher development
- Enable continuity of learning in low- and no-connectivity environments
Accessible Digital Textbooks (ADT) Rollout
- Support rollout of ADT initiatives across Bhutan, Nepal, Sri Lanka, Pakistan, and other countries
- Ensure digital textbooks meet international accessibility standards
- Promote inclusive education for children with disabilities
Digital Learning Support to Country Offices
- Provide technical assistance for digital education programmes
- Support initiatives for out-of-school, displaced, and climate-affected children
Regional Coordination & Technical Collaboration
- Collaborate with regional and global teams to align digital learning strategies
- Facilitate knowledge exchange and best practice sharing
Partnerships & Programme Expansion
- Support partnership-driven growth of digital education initiatives
- Assist in scaling programmes across multiple countries
Knowledge Management & Reporting
- Contribute to documentation, reporting, and knowledge-sharing efforts
- Monitor programme implementation and impact
Minimum Requirements
Education
- Master’s degree in Education, Information Technology, Development Studies, Engineering, Social Sciences, or related field
Work Experience
- Minimum 5 years of experience in Technology for Development (T4D) or information systems
- Experience managing multi-stakeholder programmes
- Familiarity with digital learning platforms, LMS, and education technology tools
- Experience with UNICEF programmes (Learning Passport, ADT) is an advantage
- Experience in digital learning for children with disabilities preferred
Skills & Competencies
- Strong technical knowledge of LMS and digital learning systems
- UX/UI and user-centered design experience
- Proven training and capacity-building skills
- Excellent communication (written and verbal)
- Ability to work across diverse teams and regions
- Knowledge of accessible digital content creation (asset)
Language Requirements
- Fluency in English (required)
- Knowledge of another UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset
