Within FAO, the Agrifood Systems and Food Safety Division (ESF) plays a critical leadership role in applying systems approaches to policy, programmes, and partnerships worldwide.
About the Role
The Systems Monitoring and Learning Specialist will support the Agrifood Systems Transformation Unit (TU) by designing and implementing approaches that track how systems change over time.
- Location: Home-based (Remote)
- Contract Type: Consultant / PSA
- Duration: Up to 11 months
- Organization Unit: ESF – Agrifood Systems and Food Safety Division
- Deadline: 06 May 2026
Unlike traditional monitoring roles, this position focuses on complex systems transformation, helping FAO and its partners understand whether interventions are truly shifting how agrifood systems function.
You will report directly to the ESF Director and act as a key technical expert in systems-based monitoring and learning.
Key Responsibilities
Systems Monitoring and Learning
- Design and implement frameworks to monitor systems change in agrifood programmes
- Adapt and apply tools and methodologies for real-world implementation
- Provide technical support and quality assurance to project teams
- Facilitate learning processes that turn data into actionable insights
- Ensure alignment with FAO’s institutional reporting systems
Partnerships and Technical Leadership
- Serve as a focal point for systems monitoring within FAO and with external partners
- Build relationships with global experts, practitioners, and institutions
- Contribute to technical consultations, learning exchanges, and capacity-building initiatives
- Identify opportunities for collaborative experimentation and innovation
Knowledge Management and Communication
- Document lessons learned and emerging practices in systems change monitoring
- Develop technical briefs, reports, and knowledge products
- Support creation of case studies and “stories of change”
- Translate complex systems insights into accessible, practical outputs
Minimum Requirements
To be considered, candidates must have:
- Advanced university degree in fields such as public policy, economics, sociology, data science, or international development
- At least 5 years of relevant experience in monitoring, evaluation, or systems-level analysis
- Strong experience applying systems thinking approaches
- Proven ability to work with qualitative and complex datasets
- Working knowledge of English
Key Skills and Competencies
- Experience designing monitoring frameworks in policy or programme environments
- Strong understanding of systems approaches in agrifood systems
- Ability to facilitate learning and adaptive management processes
- Excellent communication and knowledge-sharing skills
- Strong collaboration and relationship-building abilities
Desirable Qualifications
- Experience working in agrifood systems or food security
- Background in international development or UN organizations
- Experience at country-level programme monitoring
- Knowledge of French or Spanish
