About the Office of Evaluation (OED)
The Office of Evaluation (OED) is an independent unit within FAO responsible for assessing the effectiveness, efficiency, and strategic alignment of FAO’s programmes and initiatives.
OED reports directly to the FAO Director-General and Programme Committee and plays a critical role in ensuring accountability, evidence-based decision-making, and organisational learning across global operations.
The office also contributes to UN system-wide evaluation initiatives, supporting global development and humanitarian effectiveness.
Role Overview
FAO is establishing a roster of Evaluation Specialists to support its Rolling Evaluation Workplan (2026–2029), which includes more than 200 evaluations across thematic, country, and project levels.

Selected consultants will be engaged on a flexible basis to provide technical expertise in designing, managing, and supporting evaluations across global development programmes.
Key Responsibilities
1. Evaluation Design & Leadership
- Develop evaluation frameworks and methodologies aligned with programme objectives
- Use monitoring and evaluation (M&E) data and supplement with primary qualitative and quantitative research
- Engage stakeholders during design and implementation phases
- Lead evaluation teams and coordinate technical work
2. Evaluation Management
- Manage workplans, budgets, timelines, and deliverables
- Monitor progress and identify risks or delays
- Coordinate missions, interviews, and stakeholder engagements
- Draft and review key evaluation documents and reports
3. Analytical Support
- Conduct literature reviews and contextual analysis
- Perform quantitative and qualitative data analysis using tools such as STATA, R, or Python
- Create data visualisations, charts, and analytical outputs
- Contribute to reports, presentations, briefs, and policy documents
Required Qualifications
Education
- Advanced university degree (Master’s or equivalent) in:
- Economics
- Econometrics
- Sociology
- Public Policy
- Data Science
- Statistics
- Or related evaluation field
📌 Candidates with a Bachelor’s degree must have additional years of relevant experience.
Experience
- Minimum 5 years of relevant experience in evaluation or research (Consultant track)
- Minimum 3 years of experience (PSA track)
- Experience in:
- Programme or project evaluation
- Research and data analysis
- Development or humanitarian sectors
Technical Skills
- Strong quantitative analysis skills (econometrics, statistics, data modelling)
- Experience with tools such as STATA, R, Python
- Knowledge of qualitative analysis tools such as NVivo (advantage)
- Ability to synthesize complex data into clear findings and recommendations
- Strong stakeholder engagement and communication skills
Language Requirements
- Working knowledge of English (required)
- Limited knowledge of another UN language (Arabic, Chinese, French, Russian, Spanish) is an advantage
