About the Role
The Administrative Assistant (G-5) position is part of the Programme Administrative Team (PAT), which provides essential administrative, financial, HR, and procurement support to the Programmes Coordination Department.

This role is critical in ensuring the smooth functioning of departmental operations by managing core administrative systems and supporting internal coordination across multiple service areas.
Key Responsibilities
1. Human Resources Administration
- Process recruitment, onboarding, promotions, and staff movements
- Manage performance appraisal and staffing records
- Review entitlements and HR-related claims
- Maintain staffing tables and HR reports using UMOJA system
- Provide guidance on HR procedures and administrative policies
2. Budget and Finance Management
- Monitor budgets, expenditures, and allotments in UMOJA
- Create and manage pre-encumbrances, obligations, and payments
- Support budget preparation and financial reporting
- Review and validate expenditure against approved budgets
- Prepare financial tables, reports, and donor documentation
3. Procurement & Contract Administration
- Process consultancy contracts and vendor agreements
- Review and verify invoices against approved services
- Manage purchase orders, obligations, and payment processes
- Support procurement workflows and ensure policy compliance
- Maintain contract records and monitor vendor performance
- Track unliquidated obligations and ensure timely closure
4. General Administrative Support
- Coordinate staff travel arrangements and administrative logistics
- Draft correspondence and maintain official documentation files
- Organise meetings, conferences, and administrative activities
- Liaise with internal teams and external service providers
- Support office operations including space planning and equipment management
- Contribute to internal policy and procedural improvements
Required Qualifications
Education
- Completed secondary education (high school diploma required)
- Secretarial or administrative training is an advantage
Experience
- Minimum 5 years of relevant administrative experience, OR
- Minimum 3 years of experience with a Bachelor’s degree in:
- Administration
- Finance
- Accounting
- Human Resources
- Audit or related fields
Language Requirements
- Fluency in English (oral and written) is required
- Knowledge of another UN language is an advantage

Technical Skills (Advantage)
