Role Overview

The Chief of Unit leads the Procurement, Travel and General Services Unit (PTGSU) within the Administration and Operations Division. This role is critical to ensuring that the UNFCCC Secretariat operates efficiently by managing procurement systems, travel coordination, and general administrative infrastructure.

You will oversee operational services that directly support global climate negotiations and ensure the Secretariat’s administrative systems run smoothly, efficiently, and in compliance with UN rules and standards.

Key Responsibilities

Strategic Leadership & Operations Management

  • Lead procurement, travel, and general services functions across the Secretariat
  • Develop policies, strategies, and operational frameworks to improve efficiency
  • Ensure compliance with UN rules, regulations, and procurement standards
  • Establish quality standards for service delivery and operational performance

Procurement Management

  • Oversee procurement of goods and services for complex technical and legal contracts
  • Approve high-value procurement contracts within delegated authority
  • Guide sourcing, contracting, vendor management, and procurement planning
  • Advise internal stakeholders on procurement policies and processes
  • Contribute to development of institutional procurement frameworks

Travel Management

  • Oversee travel services for staff, delegates, and conference participants
  • Manage ticketing, accommodation, visas, UNLPs, and travel compliance
  • Ensure efficient planning for UNFCCC conferences and meetings
  • Approve high-value travel authorizations

General Services & Infrastructure

  • Manage office infrastructure, space, facilities, and logistics in coordination with host authorities in Bonn
  • Oversee property management, insurance, and asset control
  • Supervise mail, transport, communications, and facility operations
  • Ensure safe, efficient, and productive working environments

Team Leadership & People Management

  • Lead and supervise procurement, travel, and general services teams
  • Set performance goals, monitor delivery, and evaluate staff performance
  • Provide coaching, mentorship, and professional development support
  • Participate in recruitment and staff training
  • Promote teamwork and cross-divisional collaboration

Representation & Coordination

  • Represent the Secretariat in interagency and international coordination forums
  • Liaise with host governments, UN agencies, and service providers
  • Act as focal point for sustainability and environmental management initiatives
  • Serve as Officer-in-Charge in the absence of the Director

Required Qualifications

Education

  • Advanced university degree (Master’s or equivalent) in:
    • Business Administration
    • Public Administration
    • Economics
    • Finance
    • Or related field

Experience

  • Minimum 7 years of progressively responsible experience in:
    • Administrative services
    • Procurement and operations management
    • International organisation environments
  • Proven experience in supervising and managing teams
  • Experience working within international organisations (UN system preferred)

Language Requirements

  • Fluency in English (oral and written) is required
  • Knowledge of another UN language is an advantage
  • Knowledge of German is a strong advantage
