The International Land and Forest Tenure Facility (The Tenure Facility) is the world’s leading funding mechanism dedicated to advancing land tenure and territorial governance for Indigenous Peoples, Afro-descendant Peoples, and local communities. Since 2017, the organisation has channelled global funding to support community-led efforts that secure land rights, strengthen governance systems, protect forests, and improve territorial management.
Through long-term and flexible partnerships, The Tenure Facility supports Indigenous, Afro-descendant, and local community organisations to map and monitor territories, strengthen governance institutions, develop territorial management plans, prepare land claims, and enhance organisational capacity. The organisation also facilitates learning, policy dialogue, and knowledge sharing through its global project portfolio and results-tracking system, ROOTS.
Position Overview
As part of the organisation’s Monitoring, Evaluation, and Learning (MEL) framework, The Tenure Facility manages an expanding volume of geospatial data used to monitor territorial recognition, governance progress, and environmental outcomes.
The GIS Officer will play a key role in managing, integrating, analysing, and visualising spatial data across the organisation’s project portfolio. The position will support the integrity and usability of geospatial information, strengthen MEL systems, and contribute to donor reporting requirements.
With the transition to an ArcGIS Online organisational environment, the role will focus on improving spatial data integration, maintaining data quality standards, and producing high-quality spatial analysis and mapping products for internal and external stakeholders.
Key Responsibilities
Partner Data Integration and Historical Data Consolidation
The GIS Officer will support the continued development and strengthening of the organisation’s GIS infrastructure by integrating partner datasets and consolidating historical spatial information.
Responsibilities include:
- Processing partner datasets through data cleaning and validation procedures.
- Standardising formats, projections, and attribute structures.
- Integrating datasets into the central GIS system.
- Identifying and preventing duplication and inconsistencies.
- Conducting and improving spatial data assessment processes.
- Performing geometry validation, including topology checks, overlaps, and gap analysis.
- Reviewing attribute consistency and metadata completeness.
- Uploading and managing datasets within ArcGIS Online.
- Ensuring datasets are aligned with organisational dashboards and web applications.
Spatial Analysis and Custom Mapping Support
The GIS Officer will provide analytical and operational support for geospatial data applications throughout the organisation.
Responsibilities include:
- Producing maps and visualisations for donor reports, presentations, internal analysis, and external communications.
- Supporting MEL teams with spatial analysis activities, including overlap assessments and advanced analytical tasks.
- Preparing and validating spatial datasets to ensure compatibility with reporting templates and data management systems.
- Verifying consistency between spatial datasets and narrative reporting.
- Improving workflows for map requests, spatial analyses, prioritisation, and delivery timelines.
Data Management, Systems and Workflow Improvement
The GIS Officer will contribute to strengthening GIS systems, standards, and internal processes.
Responsibilities include:
- Improving spatial data management procedures and standards.
- Establishing and maintaining dataset organisation structures and naming conventions.
- Supporting version control and data archiving processes.
- Maintaining GIS data layers and supporting system updates.
- Developing templates for map production, data submission, and validation.
- Ensuring compliance with data governance principles and best practices.
- Promoting responsible and ethical management of geospatial information, particularly concerning Indigenous territories.
- Maintaining clear documentation and reproducible workflows.
Expected Deliverables
The successful candidate will contribute to the delivery of:
- Cleaned and integrated partner spatial datasets.
- A consolidated and maintained spatial database.
- An updated ArcGIS Online platform with accessible and reliable datasets.
- Regular map products and spatial analysis outputs.
- Comprehensive documentation of GIS processes, methodologies, and workflows.
Candidate Profile
Education
- Bachelor’s or Master’s degree in GIS, Geography, Geomatics, Environmental Science, or a related discipline.
Professional Experience
- Minimum of 3–5 years of professional experience in GIS and spatial data management.
- Experience working with multi-source spatial datasets and data cleaning processes.
- Experience supporting international, multi-partner, or development programmes is desirable.
- Knowledge or experience working with Indigenous Peoples, Afro-descendant Peoples, and local communities on land rights, forest governance, or territorial management is an advantage.
Technical Skills
Required
- Strong proficiency in ArcGIS Pro and ArcGIS Online.
- Experience in spatial data processing and analysis.
- Knowledge of spatial data validation and quality assurance procedures.
- Strong mapping and cartographic skills.
- Understanding of spatial data formats, including shapefiles and geodatabases.
- Knowledge of coordinate systems and map projections.
Desirable
- Experience with GIS automation tools such as Python or ModelBuilder.
- Experience integrating datasets across multiple years and systems.
