About the Office of Climate Change, Biodiversity and Environment (OCB)
The Office of Climate Change, Biodiversity and Environment (OCB) leads FAO’s efforts to support countries and stakeholders in addressing climate change, biodiversity loss, and environmental degradation.
OCB serves as the focal point for major international environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Convention on Biological Diversity (CBD). The office also supports access to climate and environmental financing mechanisms such as the Global Environment Facility (GEF) and the Green Climate Fund (GCF).
In addition, OCB oversees initiatives related to environmental safeguards, agricultural heritage systems, genetic resources, bioeconomy, and climate resilience across global agrifood systems.
Position Overview
FAO is seeking experienced specialists to strengthen knowledge management, learning, experience capitalization, and systemic capacity development across its climate, biodiversity, environmental, and agrifood programmes.
The successful candidate will help transform technical knowledge into strategic learning products, practical tools, and scalable solutions that enhance institutional effectiveness, promote replication of successful approaches, and support sustainable impact at local, national, regional, and global levels.
Assignments may involve knowledge audits, stakeholder consultations, learning strategy development, knowledge product design, community of practice facilitation, learning events, capacity development initiatives, and support to monitoring, evaluation, communication, and reporting processes.
Key Responsibilities
Knowledge Management and Learning Strategy
The specialist will:
- Develop customized experience capitalization methodologies to capture and disseminate good practices and lessons learned.
- Conduct knowledge management and learning audits, assessments, and stakeholder consultations.
- Identify knowledge gaps, opportunities, and risks and provide practical recommendations.
- Develop project and programme-level knowledge management and learning strategies.
- Prepare implementation plans, workplans, coordination mechanisms, and delivery frameworks.
Communities of Practice and Knowledge Exchange
Responsibilities include:
- Assessing existing knowledge-sharing platforms and systems.
- Supporting the establishment and strengthening of Communities of Practice.
- Promoting South-South, North-South, and gender-responsive learning exchanges.
- Facilitating peer learning, innovation sharing, and collaboration among stakeholders.
- Supporting coordination groups and learning networks across projects and programmes.
Systemic Capacity Development
The specialist will:
- Design and implement systemic capacity development approaches.
- Conduct capacity needs assessments at individual, organizational, institutional, and policy levels.
- Develop capacity development interventions and monitoring frameworks.
- Promote sustainable institutional strengthening and collective action mechanisms.
- Support long-term capacity development planning and implementation.
Knowledge Product Development
Responsibilities include:
- Designing frameworks for identifying and validating good practices and innovations.
- Producing learning materials, guidance documents, manuals, and technical resources.
- Supporting the creation of case studies, learning briefs, stories of change, videos, webinars, and technical publications.
- Ensuring learning products are practical, accessible, and user-focused.
- Providing quality assurance for learning and training materials.
Digital Knowledge Platforms and Innovation
The specialist will:
- Support the development and improvement of knowledge portals and digital repositories.
- Contribute to online learning platforms and knowledge-sharing systems.
- Assist with data visualization tools and knowledge centres.
- Improve accessibility and dissemination of knowledge resources.
- Collaborate with communications and digital teams to enhance user experience.
Monitoring, Evaluation and Learning
Responsibilities include:
- Developing monitoring frameworks and performance indicators.
- Measuring effectiveness and uptake of knowledge and capacity development initiatives.
- Supporting reporting, learning reviews, and programme evaluations.
- Tracking outcomes and documenting impact across projects and programmes.
Cross-Programme Collaboration
The successful candidate will:
- Collaborate with programme teams, technical specialists, and partners across OCB.
- Contribute to institutional learning processes and working groups.
- Support international workshops, forums, and knowledge-sharing events.
- Ensure lessons learned are effectively shared across projects and regions.
Minimum Requirements

Candidates holding a Bachelor’s degree must have two additional years of relevant professional experience.
For PSA Candidates
- University degree in one of the relevant fields listed above.
Professional Experience
- Minimum one year of relevant experience for Consultant/PSA Category C positions.
- Minimum five years of progressively responsible professional experience for Consultant/PSA Category B positions.
- Experience in knowledge management, learning, capacity development, organizational development, or institutional strengthening.
- Experience within climate change, biodiversity, environmental management, agrifood systems, natural resources management, or sustainable development programmes is highly desirable.
Language Requirements
- Working knowledge (Level C) of English is required.
- Knowledge of Arabic, Chinese, French, Russian, or Spanish is considered an advantage.
