Opportunity Overview
World Vision International is building a talent pipeline of highly qualified Climate and Environment specialists to support future donor-funded Green Climate Fund (GCF) initiatives.
By joining the Talent Pipeline, candidates position themselves for consideration when new climate and environment project opportunities become available. While this is not an immediate employment opportunity, selected professionals may be contacted for future assignments linked to Green Climate Fund projects and climate finance initiatives.
The Technical Advisor will provide specialist technical leadership and advisory support in one of the following focus areas:
- Climate-Resilient Health & Nutrition
- Climate-Resilient WASH
- Climate & Environmental Education
- Renewable Energy Solutions
- Waste Management & Circular Economy
Working closely with country teams, program designers, and technical specialists, the successful candidate will contribute to the development of Green Climate Fund Concept Notes and funding proposals, ensuring strong climate rationale, technical quality, and compliance with donor requirements.
Key Responsibilities
Technical Support and Quality Assurance
- Provide expert technical guidance during the design and development of Green Climate Fund projects.
- Support the integration of climate-resilient and environmentally sustainable approaches into project designs.
- Review concept notes, proposals, and technical documents to ensure quality, feasibility, and alignment with best practices.
- Develop practical technical resources, guidance notes, checklists, and job aids.
- Deliver coaching, mentoring, and targeted training to strengthen team capacity.
Green Climate Fund Concept Note and Proposal Development
- Contribute specialist technical expertise to Green Climate Fund Concept Notes and funding proposals.
- Strengthen climate adaptation and mitigation strategies within project designs.
- Ensure proposals are evidence-based and aligned with Green Climate Fund investment criteria and technical guidance.
- Conduct technical reviews and quality assurance assessments of proposal content.
Collaboration and Technical Integration
- Collaborate with program design teams and country offices to integrate specialist expertise into project concepts.
- Coordinate with technical networks, partners, and subject matter experts.
- Participate in discussions with external stakeholders and climate finance partners where required.
- Support the development of integrated, multi-sector climate solutions.
Learning, Evidence and Knowledge Management
- Capture lessons learned and emerging evidence from climate and environmental programs.
- Produce technical briefs, case studies, guidance materials, and knowledge products.
- Share best practices and contribute to continuous improvement of climate-related programming.
- Strengthen organizational learning and innovation in climate resilience and environmental sustainability.
Required Qualifications
Education
Candidates should possess a Bachelor’s degree or higher in a relevant discipline, including:
- Environmental Management
- Climate Change
- Public Health
- WASH Engineering
- Education
- Renewable Energy
- Environmental Science
- Sustainable Development
- Or another related field aligned with one of the five technical specializations
A Master’s degree or postgraduate specialization in a relevant field is highly desirable.
Professional Certifications
Professional certifications or licenses relevant to the candidate’s area of expertise are considered an advantage, including:
- Chartered Engineer credentials
- Public Health certifications
- Project Management certifications
- Other recognized professional qualifications
Professional Experience
Candidates must demonstrate:
- At least five years of international experience providing technical advisory support in one or more of the identified climate and environment sectors.
- Experience integrating climate change adaptation and environmental sustainability into development programming.
- Experience supporting project design, technical reviews, and advisory services for climate-focused programs.
- Experience working with institutional donors, international NGOs, or development agencies.
- Exposure to climate finance mechanisms such as the Green Climate Fund, Adaptation Fund, or similar donor-funded initiatives.
- Experience developing concept notes, funding proposals, strategies, or investment cases.
- Experience delivering capacity strengthening, training, mentoring, and technical support to staff and partners.
Preferred Qualifications and Experience
Preference will be given to candidates who possess:
- Direct experience with Green Climate Fund project development and proposal preparation.
- Familiarity with GCF investment criteria, proposal templates, monitoring frameworks, and climate finance requirements.
- Experience conducting climate risk assessments and vulnerability analyses.
- Knowledge of environmental safeguards and Gender Equality and Social Inclusion (GESI) principles.
- Strong understanding of international climate change frameworks and environmental stewardship strategies.
- Experience working in climate-vulnerable and developing country contexts.
- Strong external engagement, networking, and stakeholder management skills.
- Excellent project management and research capabilities.
- Proven ability to develop high-quality technical reports, proposals, thought leadership articles, and knowledge products.
- Ability to adapt effectively in dynamic and changing work environments.
- Experience leading, mentoring, and developing staff and teams.
Language Requirements
Applicants must demonstrate excellent written and verbal communication skills in English.
Knowledge of additional languages is highly desirable, particularly:
- French
- Arabic
- Spanish
- Portuguese
- Other United Nations languages
Travel Requirements
The role may require:
- Domestic and international travel as needed.
- Collaboration across multiple time zones.
