Position Overview
UN Women is seeking an experienced International Consultant to conduct a desk review and comparative assessment of international legal frameworks, standards, and policies addressing direct and indirect discrimination in the workplace, with a particular emphasis on gender-based discrimination.
The consultant will support Activity 1.7: Ensuring Gender Equality and Non-Discrimination at Work under the Global Accelerator programme.
Working in close collaboration with a national consultant and technical partners, including the International Labour Organization (ILO), the consultant will assess international obligations and compare them with Uzbekistan’s national legal and policy framework.
The findings will contribute to evidence-based recommendations aimed at strengthening gender equality, workplace inclusion, and labour rights protections.
Key Responsibilities
Conduct International Legal and Policy Review
- Review international conventions, treaties, recommendations, and legal frameworks related to workplace discrimination.
- Examine standards related to direct and indirect discrimination.
- Analyze international human rights and labour obligations relevant to gender equality in employment.
Assess National Framework Alignment
- Compare international standards with national legislation and policies.
- Identify gaps, inconsistencies, and areas requiring reform.
- Analyze how existing laws and policies are applied in practice.
Review Case Law and Jurisprudence
- Examine relevant international and regional legal decisions.
- Identify good practices and lessons learned from comparable jurisdictions.
Gender and Labour Market Analysis
- Assess employment barriers and vulnerabilities affecting women and other disadvantaged groups.
- Examine discrimination trends across recruitment, employment, promotion, remuneration, and termination processes.
- Integrate gender equality and social inclusion perspectives throughout the analysis.
Reporting and Recommendations
- Draft analytical findings and recommendations.
- Support the development of evidence-based policy proposals.
- Contribute to the final research report produced jointly by UN Women and the ILO.

Required Qualifications
Education
Applicants must possess a Bachelor’s degree in one of the following fields:
- Law
- Political Science
- Social Sciences
- Economics
- International Development Studies
- Gender or Women’s Studies
- Or another relevant discipline
Professional Experience
Candidates must demonstrate:
- Minimum 5 years of proven experience developing concept papers, methodologies, policy documents, or guidelines.
- Extensive expertise in labour relations, decent work, macroeconomic issues, and gender equality.
- At least 5 years of experience in women’s economic empowerment programming or research.
- Strong knowledge of Europe and Central Asia (ECA) regional contexts.
- Experience conducting policy and legislative reviews.
- Excellent analytical and report-writing skills.
Technical Skills
Applicants should possess:
- Strong research and analytical capabilities.
- Experience drafting high-quality reports using complex information.
- Excellent communication and stakeholder engagement skills.
- Ability to work independently and manage deadlines effectively.
- Strong computer literacy, including Microsoft Word, Excel, and PowerPoint.
