Opportunity Overview

The ITU is establishing a Roster of Green Digital Transformation Consultants to support the implementation of projects that help countries transition toward a net-zero ICT sector.

Working under the Climate Change and Emergency Telecommunications Division, consultants will contribute to projects focused on climate action, greenhouse gas (GHG) emissions monitoring, energy efficiency, digital sustainability, and resilient digital infrastructure.

This is an excellent opportunity for experienced climate and ICT professionals seeking flexible international consultancy assignments while supporting global sustainability initiatives.

Key Responsibilities

The selected consultant will:

  • Organize and facilitate stakeholder workshops on environmental reporting within the ICT sector.
  • Build the capacity of ICT regulators and national stakeholders.
  • Develop draft digital net-zero transition plans aligned with national climate priorities.
  • Support and maintain climate data visualization dashboards.
  • Conduct national needs assessments on climate data collection and reporting.
  • Research greenhouse gas emissions, energy use, and climate commitments within the ICT sector.
  • Develop technical learning content for the ITU Academy.
  • Coordinate onboarding sessions and project steering meetings.
  • Participate in regular meetings with governments and project teams.
  • Prepare technical mission reports and workshop summaries.

Expected Deliverables

Successful consultants may be required to deliver:

  • Updated climate footprint data visualization dashboards.
  • Capacity-building workshops and stakeholder consultations.
  • Draft digital net-zero transition plans.
  • Technical studies on ICT sector emissions and sustainability.
  • Online learning materials for ITU Academy.
  • Mission and technical reports.
  • Additional deliverables based on specific project requirements.

Minimum Qualifications

Applicants should have:

  • A university degree in Environmental Science, Environmental Engineering, Monitoring and Assessment, or a related discipline.
  • An advanced degree (preferred but not mandatory).

Experience Required

Candidates must possess:

  • At least 7 years of progressively responsible experience in climate change, sustainability, ICT environmental impact assessment, or related fields.
  • At least 3 years of international experience.
  • Experience working with governments, international organizations, and ICT stakeholders.
  • Strong research and technical report writing experience.
  • A doctorate in a related field may substitute for three years of professional experience.

Required Skills

Successful candidates should demonstrate:

  • Advanced knowledge of climate data collection and reporting frameworks.
  • Strong understanding of greenhouse gas accounting and energy monitoring.
  • Experience developing climate transition strategies.
  • Knowledge of green ICT policies and sustainability frameworks.
  • Workshop facilitation and stakeholder engagement skills.
  • Understanding of climate-resilient digital infrastructure.
  • Excellent analytical and communication skills.

Language Requirements

  • Advanced English proficiency is required.
  • Knowledge of another official UN language is an advantage.
  • Local language skills may be beneficial depending on project location.

Salary and Benefits

Consultants will receive remuneration ranging from:

  • USD 185 to USD 360 per day

Daily rates will be determined according to the consultant’s qualifications and experience.
