Role Overview
The Humanitarian Access and Safety Manager will support the Head of Humanitarian Access and Staff Safety and Field Managers in protecting staff, visitors, partners, assets and operations from security and safety risks.

The successful candidate will also help ensure that field teams can safely access communities and deliver humanitarian programmes while maintaining Save the Children’s minimum operating standards for safety and security.
This is a senior field-based role requiring strong experience in humanitarian security management, access negotiation, risk analysis, incident management, emergency preparedness and staff capacity building.
The position will cover operations across Jonglei, Upper Nile and Abyei Administrative Area and will involve working in complex and challenging operating environments.
Key Responsibilities
Safety and Security Management
The Humanitarian Access and Safety Manager will:
- Support field offices in implementing safety, security and operational continuity policies and procedures.
- Conduct regular security risk assessments.
- Recommend appropriate risk mitigation measures.
- Review and update Field Office Security Management Plans, SOPs and guidelines.
- Implement Minimum Operating Security Standards (MOSS) and contingency plans.
- Review and maintain hibernation, relocation and evacuation plans.
- Ensure staff have access to accurate and up-to-date security and communications information.
- Identify and manage safety and security incidents.
- Coordinate security incident management with Field Managers and Juba-level crisis management teams.
- Assess contracted and prospective offices and residences.
- Monitor security equipment and procedures.
- Ensure fire safety, physical security and vehicle safety measures are effective.
Humanitarian Access
The role will also focus on enabling safe humanitarian access across operational areas.
Responsibilities include:
- Analyze trends affecting programme access.
- Develop access scenarios and mitigation plans.
- Work with the Head of Humanitarian Access and Safety and Field Managers to align access strategies with organizational priorities and red lines.
- Maintain preparedness for changes in the operating environment.
- Represent Save the Children at relevant external access coordination meetings.
- Engage with organizations including UNOCHA, NGO Forum, UNDSS, INSO, PLSO and relevant government security structures.
- Build relationships with national and international partners on humanitarian access issues.
- Establish networks that support the collection of reliable information on humanitarian access.
- Work with HR and relevant departments on violations of the Code of Conduct and humanitarian principles.
- Design and deliver training on access negotiations and access management.
- Conduct regular field visits to assess emerging risks and support mitigation planning.
Information and Data Management
The successful candidate will manage the SCI data tracker and related information management activities.
Key duties include:
- Gather reliable information for daily updates to the SCI data tracker.
- Act as the country focal point for the data tracker.
- Verify and categorize security incidents.
- Maintain the accuracy and integrity of security incident data.
- Train staff and partners on data tracking methodologies.
- Turn data into charts, maps, dashboards and other visual products.
- Support programme teams in using data for reporting and analysis.
- Improve information management tools and workflows.
- Manage the SCI data tracker portal and related platforms.
- Lead and support information management team members.
- Prioritize and delegate information management tasks.
Learning, Training and Capacity Strengthening
The Manager will:
- Support implementation of the Humanitarian Access and Security Capacity Development Strategy.
- Design and implement safety and security learning programmes.
- Work with HR and learning teams to strengthen staff capabilities.
- Provide advice and capacity-building support to partner organizations.
Monitoring, Reporting and Analysis
Responsibilities include:
- Monitor information sources relating to humanitarian access and security.
- Compile and analyze incidents and emerging trends.
- Prepare regular security updates for field-level senior leadership.
- Provide area-based humanitarian access analysis.
- Prepare and submit Daily Country Security Situation Reports.
- Support leadership in assessing how developments may affect Save the Children’s operations.
Emergency Preparedness and Operational Continuity
The role will support preparedness for:
- Security deterioration
- Humanitarian emergencies
- Operational interruptions
- Relocation
- Evacuation
- Business continuity
- Emergency response
The Manager will also support scenario-planning exercises and preparedness workshops and ensure lessons learned are incorporated into future planning.
Safeguarding Responsibilities
The position contributes to the implementation of Save the Children’s safeguarding policies and Code of Conduct.
The Manager will help ensure that safety and security procedures:
- Address safeguarding risks.
- Support safe access to facilities.
- Protect staff and communities from exploitation and abuse.
- Consider the needs of at-risk groups.
- Are non-discriminatory and inclusive.
Qualifications
Candidates should have:
- A relevant Bachelor’s degree.
- A Master’s degree in a relevant field is an advantage.
- At least 5 years of experience with a UN agency or international NGO in security management.
- Previous experience as a Security Manager is an advantage.
- Certified safety and security training qualifications are desirable.
- Experience in negotiation, representation and report writing.

- Experience developing and updating SOPs and contingency plans.
- Strong risk assessment and risk management experience.
- Proven incident and crisis management experience.
- Experience delivering safety and security training to international and national staff.
- Strong conflict analysis and written reporting abilities.
- Excellent interpersonal, communication and networking skills.
- Ability to prioritize tasks and work under pressure.
- Strong computer literacy, including Microsoft Word, Excel and PowerPoint.
- Familiarity with tools such as Google Earth.
- Ability to motivate and guide team members.
- Ability to work independently with minimal supervision.
- Experience working in field locations.
- Flexibility to travel at short notice to difficult and high-risk locations.
- Commitment to Save the Children’s Child Safeguarding Policy.
- Knowledge of the context in Jonglei, Upper Nile and Abyei Administrative Area.
Language Requirements
Candidates must be:
- Fluent in English
- Fluent in Juba Arabic
Knowledge of an additional local language is an advantage.
