About the Role
Clean Cities is seeking an experienced Communications and Community Engagement Manager, CEE to expand its presence across Central and Eastern Europe, with a particular focus on Hungary, Romania, and Bulgaria.

Working closely with the CEE Head of Campaign, the successful candidate will help deliver an exciting 1.5-year road transport campaign aligned with the European Union’s 2024 Ambient Air Quality Directive (AAQD).
The role will focus on three key priorities:
- Delivering the regional campaign and its communications strategy.
- Strengthening Clean Cities’ network of environmental, health, and grassroots organizations.
- Driving communications and community engagement to achieve tangible local impact.
This is an opportunity for an entrepreneurial and motivated communications or advocacy professional who wants to contribute to cleaner, healthier, and more liveable cities across Europe.
Key Responsibilities
Lead Communications and Digital Engagement
You will:
- Take ownership of delivering the communications strategy.
- Bring creative and fresh ideas to engage wider audiences and challenge the status quo.
- Manage digital content and social media activities.
- Monitor the performance of communications outputs.
- Work with the wider Clean Cities and T&E teams to deliver an editorial calendar.
- Lead engagement with journalists and the press.
- Draft press releases and organize press events.
- Maintain an accurate and up-to-date press database.
- Represent the campaign externally at events, meetings, and in the media.
- Act as a campaign spokesperson for the region.
Organize Events and Public Engagement
You will:
- Organize and deliver high-impact public engagement activities.
- Manage activation days, stakeholder meetings, public debates, trade shows, and other events.
- Tailor events to diverse audiences, including partner organizations, policymakers, and parent groups.
- Manage events from initial concept through to successful delivery.
- Connect physical events and public activations with digital communications.
- Turn events into momentum for social media channels and newsletters.
- Build sustained audience engagement following campaigns and events.
Mobilize and Engage Stakeholders
You will:
- Act as Clean Cities’ regional representative.
- Provide strategic oversight to the organization’s coalition of partners.
- Champion shared campaign objectives and ensure partners remain aligned.
- Empower partner organizations to use their strengths effectively.
- Identify and mobilize a diverse range of stakeholders.
- Build relationships with environmental NGOs, grassroots movements, parents, businesses, and other non-traditional allies.
- Develop a strong regional network capable of amplifying campaign impact.
Person Specification
Experience and Knowledge
Candidates should have:
- At least 3 years of experience in project coordination, communications, environmental advocacy, or a related field.
- A strong interest in sustainable mobility and environmental advocacy.
- The ability to inspire and mobilize others.
- Experience organizing events or citizen mobilization activities.
- Experience managing logistics and stakeholder engagement.
- A proven record of cultivating contacts and building lasting alliances that lead to tangible results.
- Strong networking skills.
- Knowledge of the political, NGO, and grassroots landscape in Central and Eastern Europe.
- Specific knowledge of the landscapes in Hungary, Romania, and Bulgaria.
- An understanding of key urban mobility challenges in the region and potential solutions.
Communication Skills
You should have:
- Excellent writing skills.
- The ability to translate complex public policy issues into clear messages for diverse audiences.
- Experience communicating with the general public, parents, policymakers, and other stakeholders.
- Strong media and public communication skills.
- Fluency in English.
Knowledge of additional regional languages, particularly Hungarian, Romanian, or Bulgarian, is an advantage.
