UN Women is now seeking an experienced Evaluation Consultant to conduct the final programme evaluation of the Advocacy, Coalition Building and Transformative Feminist Action (ACT) to End Violence Against Women Programme.

The ACT Programme is a joint initiative between the European Union and UN Women focused on strengthening global and regional advocacy, coalition building and transformative feminist action to end violence against women and girls.

The programme is implemented across Africa and Latin America, with a global component designed to accelerate impact and elevate the priorities of women’s rights movements in regional and global policymaking and intergovernmental forums.

The final evaluation will assess the Programme’s achievements throughout its lifecycle and provide both:

Summative Assessment

The evaluation will examine the results, achievements, strengths and weaknesses of the ACT Programme.

Formative Assessment

The evaluation will also provide forward-looking and actionable recommendations to strengthen future UN Women programming, women’s rights movements, advocacy initiatives and coalition-building efforts focused on ending violence against women and girls.

The successful consultant will report to the Programme Management Specialist and work closely with relevant programme, finance, monitoring and evaluation stakeholders.

Key Responsibilities

The Evaluation Consultant will lead a comprehensive final evaluation of the ACT Programme.

Key responsibilities will include:

Assess Programme Relevance

Evaluate how effectively the ACT Programme has responded to the needs and priorities of women’s rights organizations and remained relevant within a changing environment related to ending violence against women and girls.

Assess Programme Coherence

Examine how the Programme has complemented, aligned with and added value to other initiatives, stakeholders and policy frameworks at global and regional levels.

Assess Programme Effectiveness

Evaluate the extent to which the ACT Programme achieved its objectives, including:

  • Strengthening coalition building and networking.
  • Supporting leadership and resilience within feminist women’s rights movements.
  • Increasing advocacy and campaigning.
  • Strengthening policymaking on ending violence against women.
  • Supporting multistakeholder partnerships and coalitions.

Assess Efficiency

Analyse how programme resources, management arrangements, partnerships and implementation approaches contributed to the delivery of results.

Assess Impact and Sustainability

Assess the Programme’s contribution to longer-term changes in:

  • Feminist movement strengthening.
  • Advocacy influence.
  • Coalition building.
  • Efforts to eliminate violence against women and girls.
  • Sustainability of results beyond the Programme period.

Identify Lessons and Recommendations

The consultant will identify:

  • Good practices.
  • Innovations.
  • Lessons learned.
  • Areas for improvement.
  • Actionable recommendations for future programming.

The consultant will also assess UN Women’s contribution and comparative advantage in movement building, partnership facilitation and advancing advocacy and policy influence.

Evaluation Scope

The evaluation will cover the full lifecycle of the ACT Programme, from its inception in September 2023 through its scheduled completion in February 2027.

The scope includes:

  • Global programme activities.
  • Regional activities in Africa.
  • Regional activities in Latin America.
  • Relevant UN Trust Fund components.
  • Funded programme partners.
  • Women’s rights organizations and civil society organizations reached directly or indirectly through the ACT Programme.

Evaluation Methods

The consultant will use a transparent, participatory and gender-responsive evaluation approach.

The evaluation is expected to use a mixed-methods methodology, combining qualitative and quantitative data collection and analysis.

Activities are expected to include:

  • Desk reviews of key programme documents.
  • Development of an evaluation matrix.
  • Development of data collection tools.
  • At least 30 combined key informant interviews and focus group discussions.
  • Engagement with UN Women teams and programme partners.
  • Consultation with the UN Trust Fund.
  • Engagement with regional institutions.
  • Consultation with the Global Civil Society Steering Committee.
  • Engagement with women’s rights organizations and civil society organizations.
  • Development and administration of a targeted endline survey.
  • Data analysis and triangulation.
  • Documentation of case studies and good practices.
  • Preparation of inception, draft and final evaluation reports.
  • Presentation of evaluation findings.

The evaluation methodology must integrate gender equality, human rights, feminist theory and culturally sensitive approaches.

Data Protection and Ethical Requirements

Because the Programme focuses on ending violence against women, the consultant will be expected to follow strong ethical and safety standards.

The successful candidate must:

  • Apply the principle of “do no harm.”
  • Protect sensitive information.
  • Ensure confidentiality.
  • Obtain informed consent.
  • Protect the identity of information sources where required.
  • Apply appropriate stakeholder protection measures.
  • Ensure data collection tools are gender-responsive.
  • Follow relevant ethical and safety guidance for research involving violence against women.

Evaluation Process

The consultancy will include several key phases.

1. Inception Phase

This phase will include initial meetings to agree on the evaluation’s objectives, scope, methodology, approach and timelines.

2. Planning and Design Phase

The consultant will develop:

  • Data collection tools.
  • The endline survey instrument.
  • The inception report.
  • The evaluation matrix.
  • Processes supporting the Evaluation Reference Group.

3. Implementation Phase

The consultant will lead:

  • Document reviews.
  • Interviews.
  • Focus group discussions.
  • Survey administration.
  • Data collection.
  • Data analysis.
  • Reporting.
  • Presentation of preliminary findings.

4. Dissemination Phase

The final phase will support the development of UN Women’s management response and the dissemination of evaluation findings and summary products.

Expected Deliverables

The successful consultant will be expected to produce several key deliverables.

Final Inception Report

Expected completion: 30 September 2026
Payment: 10%

Phase I Data Collection and Analysis

This phase includes document review, data collection, interviews, focus group discussions, the survey and data analysis.

Expected completion: As indicated in the Terms of Reference
Payment: 15%

Phase II Data Collection and Analysis

This phase includes additional document review, data collection and analysis.

Expected completion: 28 February 2027
Payment: 25%

Final Evaluation Report and Presentation

The consultant will submit the final evaluation report and present the final findings.

Expected completion: 15 April 2027
Payment: 50%

Required Qualifications

Education

Applicants must have a Master’s degree or equivalent in one of the following or a related field:

  • Social Sciences.
  • International Development Studies.
  • Law.
  • Human Rights.
  • Gender Studies.
  • Women’s Studies.

A first-level university degree combined with two additional years of qualifying experience may be accepted instead of an advanced university degree.

Advanced training or certifications in the following areas would be an advantage:

  • Evaluation methodologies.
  • Gender-responsive evaluation.
  • Strategic planning.
  • Project management.

Required Experience

Applicants should have at least seven years of progressively responsible experience in areas such as:

  • Planning.
  • Programming.
  • Programme reviews.
  • Evaluation.
  • Development programmes.
  • Human rights.
  • Gender equality.
  • Results-based management.

Applicants should also demonstrate extensive experience in:

  • Evaluating gender equality programmes.
  • Women’s rights.
  • Ending violence against women.
  • Movement building.
  • Women’s human rights.
  • Participatory evaluation methodologies.
  • Gender-responsive evaluation.
  • Qualitative and quantitative research methods.
  • Data analysis.
  • Complex global and regional programme evaluations.

Experience conducting project reviews and evaluations with UN agencies, particularly in gender equality, is strongly preferred.

Experience evaluating programmes in countries in the Global South is also a strong advantage.
